The inconsistancy is obvious.

Ohio State is over PSU because of their overall body of work, despite Penn St having the head-to-head win.

USC is over UW because of the head-to-head win, while UW has a better overall record AND conference champs.

IMO USC is the best PAC 12 team right now and Penn State is the best Big 10 team using the eyeball test. If USC is ranked higher than UW, then PSU should be above Ohio State.
