What's this?

Is it the coach's role to show loyalty to a player or the whole team?

I don't know which player gives the team the best chance to win but that qb is the one who should start. Loyalty is to the team not to a particular player. The players believe in and trust their coaches. Let the coaches lead by putting the best players on the field.
