It is a fainting couch issue for Ds, an embarrassment for the Rs...


but it really just another sign of the two parties failing to govern. The country is not supposed to be funded by CRs, the country was founded on a budget process that both sides have abandoned.

The last time the federal budget was passed on time was in 1997.
