No they can't

You don't simply put through more oil thru the process. And in any business you don't expand production under a hostile climate, and refineries will idle equipment and processes that become too expensive to maintain, the same with any other business. So when the federal government said we're doing away with the domestic oil and gas business, they responded.

This issue was basically settled with Biden's executive order. And now he's begging unsavory leaders for oil. Pathetic on so many levels. He hasn't addressed the refinery issue, so I'm not sure what his plan is, if he has one. Transitioning to green energy should be carefully planned, but his plan looks more like the chaos of Afghanistan with no real idea of the implications of what he's doing. His executive order attacking domestic energy might be one of the worst moves of his presidency.
