The NFL is a true league of teams


They make business decisions and evolve with the welfare of all teams in mind. There is a Players Association. The owners meet and make decisions with the entire league in mind.

Like you said, NCAA football is cutthroat. Perfect word for it. Cutthroat between teams and conferences.
