It's a very deceptive approach
If the owner of the restaurant was honest, he/she would just increase prices by 20% and put the higher prices on the menu. They are trying to have "lower prices" than their competition knowing full well customers will be paying more than they think.
I wonder how many people pay the extra 20% without knowing it.
