I don't see how universities will pay a "fair" salary

I've brought this up a hundred times in the past. Does the Heisman candidate QB make the same salary as the 4th string freshman center? Do players at Alabama (low cost of living) make the same salary as players at UCLA (high cost of living)?

I don't see any way to make players employees and do it in a way that doesn't give someone a competitive advantage.
