You are 100% correct ... it's an accounting gimick

to try and argue they are giving more benefit than it actually costs.

To make matters worse, I have heard at CU all athletes are "charged" at an out of state tuition rate, regardless of the state of origin. Furthermore, I believe most out of state students will apply and receive "in-state" tuition by year 3, but not athletes. It is a way for the administration to extract even more money out of the athletic department and into the general fund.
