I don't think anyone will nuke Russia is he were to nuke Ukraine though.

Costs are too high domestically. If it were a NATO country I might answer differently (not all NATO countries are seen as equal).

That said, I think the Russian military would stage a coup before they allow Putin to use a nuke on people they regard as brothers.
