He is referring to say a Alabama who has all the money they need for the FB program along with rich boosters with deep pockets. Put that situation against a CU . The Cap is how much a schools boosters are willing to spend on their NIL program. Remember the Alabama Fr. QB this year had a 1 million dollar NIL deal before he ever played a game. Texas boosters put together millions for their OL.
