I think he's pissed off because he sees Joe going out for ice cream...

and gives the impression he doesn't give a damn about Putin. Which I think is a funny way to get to him.

But FOX was working extra hard to make sure that their viewers "know" Biden doesn't do anything at all except make time to go eat a DOUBLE (!) cone of chocolate and not sure what the other scoop was....big discussion about that second scoop flavor. How dare Joe Biden!!

This really happened. Joe's love of ice cream is even a bigger deal than Obama's tan suit!
