The ABA didn't have the best basketball talent either, but the most entertaining basketball games I ever watched were the Denver Rockets in the old Coliseum and Auditorium Arena.
Talent is relative. It's the competition that makes the games fun to watch. Loved the smaller league and getting to know all the players. Not sure the lack of talent is the problem. 32 teams is probably too many, but it's not because the talent is spread too thin. Even with 32 teams, there are 10-20 times that many players who weren't good enough to play professionally. This is an interesting discussion topic for sure.
