It depends on the variables in the goal. For example, if there


is a low supply of vaccine and a high demand for it, then it' the responsibility of the federal government i.e., the Biden administration.
But right now, there's an over-supply of vaccines available. The federal government ordered so much vaccine, that they are getting ready to donate it to other countries who are lacking vaccine. Japan, for example, did not order enough vaccine for its people. Same with Mexico, and to an extent, with Canada.
For the variable of vaccine reluctance among the population, I don't think that issue can be assigned to either Biden or Trump. I think that reluctance will be overcome as time goes by. Doctors and community leaders can really help by marketing the vaccine and the need for good health in talks at schools, churches, community centers, etc. -- B4E
