The food & water provision is to combat electioneering at the polling location. It is a very common election provision and many states, including NY and CO, have similar laws. The polling places are open more weeks and the mimimum early voting hours are 8-5pm but they can be extended to 7am-7pm. On Election Day, the polling places must be open until 7pm and anyone in line before 7pm is assured to be allowed to cast their vote. Additional mandatory weekend days of early voting have also been added.
