According to state law: The institution must admit one hundred percent of all Colorado first-time freshman applicants who meet the guaranteed admissions criteria. So no one is being "sacrificed" admission to the school.
Second, let's compare acceptance rates to public universities that CU considers peers:
UCLA: 12%
Cal: 16%
UW: 52%
Utah: 62%
CU: 78%
It's a travesty that a state that supposedly values a highly-educated populace is consistently among the bottom 3-4 states in public funding. At this rate, CU might as well just go private and avoid in-state requirements.
