As a parent with kids in college


I can assure you CU has plenty of demand for full price out of state. For example, CU offered only a modest discount for my kid with upper end credentials that got her into Georgetown. Most state flagships are much more generous with merit discounts. Georgia, for example, offered in state tuition, and it's a better school than CU in all major rankings. Alabama offered a full ride. CU seems more concerned with OOS cash than attracting top students
