When I work as a poll clerk & am in charge of the precinct roster,

here's what I do when a voter comes in and requests a ballot. In my senior community of 9,000 people, there is a huge turnout to vote. Many voters bring their sample ballot with them, and many voluntarily show their driver's license. I always look at this I.D. and thank them. But as a volunteer poll clerk, I do not have the authority to deny them the right to cast their ballot because they don't look like their I.D., or it is a different address, or a dozen other scenarios.

When the voter comes up to the precinct roster table, I greet them smilingly and ask them for their first and last name, including middle initial. Then, I go through the roster until I find their name, then I ask them to verify their address. This eliminates about 99.9% of voter fraud, because people who are trying to impersonate other voters often cannot verify the spelling of a last name or a street address.
For example, let's look at the spelling of a very common last name : Thompson. That name can be spelled in a dozen different ways:

So, if a voter cannot spell his last name on the roster, then I don't ask him to sign the roster. I direct him over to the provisional ballot table, where he can sign up for a provisional ballot. The provisional ballot is counted ONLY after any issues with his name registration are corrected.

But.if volunteer poll workers are allowed to refuse a ballot to voters on the basis of photo I.D., many voters will be turned away. And, that's why voting rights activists are so concerned about the requirement to show government I.D. at the polls. -- B4E
