That's not enough

Unless you're NOT trying to create a dependency on the government to further a political agenda. That's not nearly enough to bail out blue states previous failures (Illinois, New York, etc.), and it's not nearly enough to account for future ruin of some state economies due to draconian rule.

All that would cost well over 2 trillion dollars.
