Seek out people that hold radical views (not too hard these days), encourage them (through ‘informants’ on their payroll) to plot acts of violence that they probably wouldn’t do on their own, then play hero by thwarting their own plans and continue to justify their funding.

It worked for two decades post-9/11 by doing the same thing to countless Muslim-Americans to justify the war on terror, now they’ll keep doing it to justify a war on “domestic terror.” But they don’t discriminate at least, the targets will switch from right wing to left wing groups as they see fit.
