Honestly, I think it's six things


1) no one likes to be told what to do

2) people don't want to do what they don't want to do

3) people feel masks make them look foolish

4) change, even if temporary, bugs people

5) it's mildly uncomfortable and too annoying for some people

6) some people really do believe Covid is nothing more than a cold and it's a media created fear

So a lot of emotional reasoning and confirmation bias. When it comes to people, there will always be contrarians.
