We’ve had legal cases here in Utah where the gun and the ammo are treated as separate items. For example, a high school student brings a gun on campus and puts it in his locker. His friend brings the ammo and puts it in his locker. The one with the gun got arrested and convicted for bringing a gun into a gun-free zone. The one with the ammo wasn’t arrested but was suspended for having an incendiary device on campus.

You make a great point. The 2nd Amendment guarantees the right to own a gun but it doesn’t guarantee the right to own ammunition, which is what actually does the damage. I wonder if that approach would stand up to legal scrutiny.
