Quite a few are kids that couldnt go back to college anyway

Kids that have basically flunked out and are ineligible always declare for the draft as do kids that have been (or will be) kicked out of school for off the field stuff.

There are also the redshirt juniors who declare that will graduate but have a year of eligibility left but dont want to play college football anymore.

That being said, there are still quite a few that are throwing away the chance at a college degree to pursue the draft, but it is not the high percentage one would think when you first glance at those numbers.
