What is keeping CU from getting to that next level as a P6 program?

when I say next level I am not talking about the blue bloods (duke kentucky, kansas etc) not the almost blue bloods (zona, michigan st, villanova, UCLA, etc) or even the "almost always good" (wisconsin, texas, oklahoma, purdue, michigan, etc)

Just into that "get in the tourney every other year and keep fans interested and filling the arena.
programs like KSU, Tennesee, West Virginia, Oregon, Utah, Iowa State, and that ilk

Is it a lack of talent/recruiting keeping CU from that level? lack of institutional support? maybe a fresh face as head coach?
