Plenty of people use withholding as a kind of piggy bank.


You aren’t one of them. But millions and millions look forward to their refund as a kind of bonus.

Bottom line - I understand average refund amount declined by something like 30 percent, and 20 percent of taxpayers that use to get refunds now have tax bills.
