My point is...everyone said they HAD to have the upgrades...


and it would make all the difference. MM is now taking the heat because he's been ineffective and was always over his head. But the facilities were never going to make that much difference and that's all csw is saying, plus talking about the costs.

What makes the difference is continually being a top tiered program.
